37-Year-Old Norlan Guzman-Fuentes Killed in Dallas ICE Facility Shooting

DALLAS, Texas — Authorities have identified Norlan Guzman-Fuentes, 37, of El Salvador, as the detainee killed in Wednesday morning’s shooting at the U.S. Immigration and Customs Enforcement (ICE) facility in Dallas. The Dallas County Medical Examiner’s Office ruled his death a homicide.

The incident unfolded around 6:40 a.m. at the ICE office on North Stemmons Freeway when the suspect, 29-year-old Joshua Jahn, opened fire from the rooftop of a nearby building using an 8mm bolt-action rifle. A transport van carrying detainees was struck by gunfire, leaving Guzman-Fuentes dead and two others critically wounded.

The injured detainees were identified as Miguel Ángel García, a Mexican national currently on life support, and José Andrés Bordones-Molina, a Venezuelan national in critical condition. The Mexican Consulate General in Dallas has contacted García’s family and is providing support.

Authorities said ICE agents and ATF officers ran into active gunfire to extract survivors and relocate other detainees, actions officials say “likely saved more lives.”

Investigators confirmed Jahn died from a self-inflicted gunshot wound after law enforcement closed in. Evidence recovered included anti-ICE messages, handwritten attack plans, and surveillance research targeting ICE personnel.

Federal and local agencies are continuing to investigate what officials describe as an act of domestic terrorism.
